The focus of Max Richter’s work lies in the conception and support of complex procurement procedures for public clients. He focuses on public procurement law and the associated areas of law, such as contract, state aid, subsidy, competition, budget, pricing and administrative law. He also advises private companies on public procurement law matters, in particular strategically and in review proceedings.

Max Richter advises public clients at federal, state and municipal level on all matters relating to the implementation of public procurement procedures. The advice ranges from the preparation of the invitation to tender and support in all stages of the procedure to the defense of the award decisions made before the review bodies and contract management after the conclusion of the award procedures.

Max Richter has extensive experience, particularly in procurement procedures in the fields of information technology, healthcare, infrastructure and transportation. He also specializes in construction projects, state aid review procedures and state selection/bidding procedures in accordance with European law.

In his professional career, Mr. Richter has successfully advised and supported a large number of public clients (federal, state and local authorities) and companies from the private sector in their projects and concerns. In addition to his main areas of expertise, Mr. Richter has experience in procedures for the procurement of research vessels, innovative procedures for the maintenance of locks and the supply and maintenance of trains. In addition to major projects, Mr. Richter has also advised on numerous smaller procurement procedures, such as all corona-related procurement projects of the state of Baden-Württemberg, construction projects, IT projects, stock index projects and waste management projects.

Career

Max Richter studied in Bielefeld and Cologne and subsequently worked in various major British and German law firms. Most recently, he worked for several years for a leading law firm in public procurement law. Mr. Richter has published numerous publications on public procurement law and appears as a specialist speaker in this field of law.
